Police Chief Bernard C. Parks has had his share of legal troubles as chief -- most recently with a federal jury verdict fining him $500,000 for his role in firing a civilian worker.

Now he faces a small claims suit by Hal Netkin, a Van Nuys resident who emerged during the mayoral campaign as a pesky opponent to Villaraigosa's campaign, with his Web site: www.mayorno.com.

Netkin's suit, which he served on Parks last week, seeks to hold the chief personally liable for the city's failure to enforce street-vending laws and its impact on property values in the area around Van Nuys Boulevard.

Prior to filing his suit, Netkin had peppered the city with letter after letter with his complaints and said he decided to take the legal action after nothing was accomplished despite promises from city officials.
